A couple times I have offered less but not got the negative hit though, so it doesn't always apply. So generally I save at the system. Then try to buy, and if they reject, I reload and bid the next highest. As I said though, I've never had anyone accept for less than 3 million.
On Easy and Normal, I have two different games, and seems the same on both. If you can get a non-red-spice-producing-homeworld for 5 million though, that's really a steal. With spice storage those things can hold close to spice and produce it amazingly fast. If you get something with more than 5 colonies on it, that's what you should be after. Again, not sure on what actually effects it, but that seems plausible to me.

Crimson Phantom t0 systens are 1 mil t1 are 3 t2 are 5 t3 are 10 and by this i mean the BIGGEST terra score in the system determines the price I've had to pay 10 mil for a system in which the best planet was a T1. It had purple spice, however, so that may have something to do with it.
